Abstract: Non-traditional security issues have been prominent since the 1960s,especially after the Cold War.They reflect the tremendous changes in the world situation and push world politics into an unprecedented dilemma.With diverse causes,plural referent objects and extensive scope of fields,the non-traditional security issues cover nearly all the problems in the world today.The attempt to solve the non-traditional security problem in line with the idea of power politics is vain and even interfering,for it’s one-sidedly stress upon the role of power.Close cooperation between all actors using comprehensive governance by various means is needed to solve the issues.Equal dialogues between all actors appear to be most feasible and effective because subjective and objective differences of various actors are often respected.
