摘要： 2004年中国经济在稳定、健康、快速的基础上前进,保持了良好的发展势头。但是从当前发展的趋势看,投资有反弹的倾向,尤其表现在房地产和钢铁等行业。投资反弹的原因既有思想认识上的因素,也有经济发展自身的需要所引起的投资拉动和政策方面的不足带来的影响,包括投资体制改革政策的变动、利率改革的变动等。要防止投资反弹,首先要从加强对科学发展观的认识入手,运用经济手段做好结构性调控工作,主要从控制土地和信贷两个方面入手,同时还应该加强其他的配套措施建设。

Abstract: Though the Chinese Economy develops very well in 2004, there are many problems, especially in investment. From the current position, the inclination of investment rebound is still strong, we can find the premonitions in real estate and steel industries. The reason includes many aspects, such as understanding of the position,economy development and policy change. So, if we want to prevent investment rebound, we must enhance the understanding of scientific developing ideas, exercise economic means to adjust the structure and intensify the establishment of other policies.
