我国省级人大常委会规模变迁的历史逻辑：特征、动因与限度

摘要： 省级人大常委会的规模是影响其民主代表性、结构合理性和履职效能性的一个重要因素。1979年省级人大常委会设立以来，尽管《地方组织法》关于省级人大常委会组成人员名额的规定直至2022年才首次作出修改，但各省级人大常委会在此期间仍然在法定区间范围内逐步增加了名额，为其依法有效行权履职提供了保障。扩大省级人大常委会的规模，既是提升人大常委会权威和优化人大常委会结构的内在要求，也是体现人口数量增长的客观要求，是内在动因和外在动因共同作用的结果。要依照代表性和效率性两个原则确定省级人大常委会组成人员的名额，使其处于一个合理的限度，有效平衡民主与效率之间的张力。

Abstract: The size of a provincial people's congress standing committee is an important factor affecting its democratic representativeness, the soundness of its structure, and the effectiveness with which it performs its functions. Since provincial people's congress standing committees were established in 1979, although the provisions of the Local Organic Law on the number of standing committee members were not amended for the first time until 2022, the various provincial standing committees nonetheless gradually increased their membership within the statutory range during this period, thereby providing a safeguard for the lawful and effective exercise of their powers and performance of their functions. Expanding the size of provincial people's congress standing committees is both an inherent requirement for enhancing their authority and optimizing their structure, and an objective requirement reflecting population growth; it is the result of the combined action of internal and external drivers. The number of 
members of a provincial people's congress standing committee should be determined by the two principles of representativeness and efficiency, ensuring that it remains within a reasonable limit and effectively balances the tension between democracy and efficiency.
