Abstract: After the October Revolution, the formation of the party leadership system in Soviet Russia did not take place overnight, but was a gradual and indepth process. In Lenin's understanding, the leadership of the Bolshevik Party over Soviet Russia was transformed from the holding of “political power” to the exercising of “power to govern”, and finally upgraded to an institutional system. The core clue behind it was the application and evolution of the early model of party leadership created by Lenin before the October Revolution in the postrevolutionary period. Lenin realized in practice that the mechanisms of ideological education and organization embedded in the early model of party leadership determined that the party was the only governing entity that matched the requirements of the socialist revolution and construction in Soviet Russia. Therefore, he consciously introduced the core mechanisms of the early model of party leadership into the political practice of the Soviet state  comprehensively, and then embedded them systematically into the state system, creating the fundamental leadership system in Soviet Russia.
