Abstract: Online public opinion governance is an important part of national governance in the new era. Establishing a governance system for online public opinion and improving its governance capabilities are necessary to maintain the right tone in public communication, create a favorable and clean cyberspace for public opinion, and promote the transformation of online ideological work from the decisionmaking level to the implementation level. It is also important for promoting the modernization of the national governance system and governance capabilities. Taking “Four Governance”, ie. addressing issues at the source through systematic, lawbased, and holistic approaches, as the theoretical basis, this paper attempts to explore the construction of a systematic, scientific and effective governance system for online public opinion through considering the characteristics of the development of online public opinion that are specific of certain stages and periods of time.
