Abstract: Party groups of the standing committees of local people's congresses are the leading organization established by the local Party committees as the local state organs of power, which originated in 1979 when the standing committee of a local people's congress was established as a permanent organ of that local people's congress. The establishment of the Party group of the standing committee of the local people's congress is an inherent requirement of the Communist Party of China as the highest force for political leadership and the central force leading the people forward,  which has solved the dilemma that the Party should exercise the state leadership but not replace it, and realized the organic unity of the Party leadership and governance. The full play of the leadership of the Party groups of the standing committees of local people's congresses depends on the effective operation of meeting mechanisms, the mechanisms for requesting instructions and submitting reports, communication and coordination mechanisms and the mechanisms of extensive contacts within the Party groups. In the new era, in order to define institutions and procedures for the work of the Party leaders and ensure that it is based on the law, we must fully understand and grasp the value and significance of the Party groups of the standing committees of peoples congresses, and continuously promote the construction of the system of Party groups in the standing committees of people's congresses.
