摘要： “一带一路”倡议作为全球治理体系的重要体制机制创新，为国际政治经济发展带来了新机遇。在全球绿色低碳转型趋势下，加强生态环境治理、实现可持续发展成为国际社会共识，绿色发展为沿线国家在生态环境条件约束下实现经济社会发展提供了解决方案。近年来，国际政治经济形势发生了深刻调整，国际秩序变化给新时期“一带一路”建设形成外部风险的同时，也为其绿色发展带来了新契机，推进符合沿线地区现实需要的绿色“一带一路”建设既具必要性也有可行性。

Abstract: As an important institutional innovation of the global governance system, the “Belt and Road” initiative has brought new opportunities for international political and economic development. Under the global green and lowcarbon transition trend, strengthening ecological environment governance and achieving sustainable development has become the consensus of the international community. Green development provides solutions for countries along the route to achieve economic and social development under the constraints of ecological and environmental conditions. In recent years, the international political and economic situation has undergone profound adjustments. The changes in the international order have created external risks for the construction of the “Belt and Road” in the new period. It has also brought new opportunities for its green development and promoted the green “Belt and Road” that meets the real needs of the regions. The construction of “all the way” is both necessary and feasible.
