摘要: 国际规范是建构主义国际关系理论研究的主要内容之一。建构主义主要关注规范的传播、内化和本土化等过程,认为规范塑造了行为体的身份和利益。在当代国际关系中,可以将国家主权和国际干涉看成是一对共生规范,因为它们相互依赖,并互以对方的存在为自身存在的前提,而对于主权理解的变化也推动了干涉行为的发展,特别是“保护的责任”这一概念在当代的发展。同时,规范的存在是以合法性为基础的,也就是说这种规范必须得到国际社会的普遍认可和接受。本文从规范变化的角度对主权和干涉之间的关系进行了研究,并指出干涉行为仍然需要在主权的框架下进行这一事实。

Abstract: Norm is one of the main focuses of Constructivist International Relations. Constructivism mainly pays attention to the process of norm spread, internalization and localization and considers that norms have shaped the identities and interests of actors. In contemporary international relations, state sovereignty and international intervention can be regarded as a pair of symbiotic norms, because they exist interdependently. The changing understanding of state sovereignty also promotes the development of international intervention, especially the emergence of the concept of “responsibility to protect”. Meanwhile, the existence of norms is based on legitimacy, which means that they must be accepted universally by the international community. This paper thus analyses the relationship between state sovereignty and international intervention, and argues that intervention still needs to be carried out in the framework of sovereignty.
