“十三五”中国农业改革发展的起点与展望*

摘要：

“十二五”以来，我国粮食生产连年丰收，农民收入持续快速增长，农业现代化进程不断加速。这些成就主要得益于在制度上进行了卓有成效的改革创新，在投入上给予了持续有力的财政支持。其中，培育和壮大新型农业经营主体、构建新型农业社会化服务体系、支持和促进土地流转、完善和加强金融支农措施、全面推进新一轮农业结构调整是五大政策亮点，为未来我国农业发展奠定了基础。根据十八大以来的决策部署和十八届五中全会的精神，构建新型国家食物安全体系、推进农村集体产权制度改革、统筹城乡一体化发展、促进农民持续增收将是“十三五”时期农业改革发展的四大重要领域。

Abstract:

Since the Twelfth FiveYear Plan which began in 2011,Chinas grain production has witnessed harvest in successive years, farmers income has grown rapidly and agricultural modernization process continues to accelerate. These achievements are mainly due to the reform and innovation in the system, as well as the sustained financial support. There are five effective policies in Chinese agriculture: the cultivation and expansion of new agricultural management, the construction of new agricultural social service system, the promotion of land transfer, the improvement of financial measures and the comprehensive promotion of the new round of agricultural structure adjustment. To construct a new national food safety system China should promote the reform of the rural collective property rights system, coordinate the development of urban and rural integration and promote the continuous income increase of farmers. These are the four important areas of agricultural reform and development in China.
