摘要/Abstract

摘要： 现代政治文化的主要特征体现为一个社会具有较高的政治共识和公民政治参与。政治共识的构建基础正是现代政治制度，因此，现代政治制度成为现代政治文化的核心内容。现代政治制度的主要功能体现为对政治权力的有效规范，对政治冲突的有效解决，以及对责任政府的促进。现代政治文化还体现在公民不仅具有政治参与的意识，还有政治参与的能力。而现代政治制度对社会政治参与提供了法律和制度保障，使政治参与合法化，并在此基础上趋向有序化方向发展。较高的政治共识和有序的政治参与，势必对政治稳定产生决定性影响。

Abstract: One of the significant characters of modern political culture should be the existence of the political consensus and political participation of citizens, which is in essence depended upon the modern political structure Due to this, the modern political system is the core content of the study of modern political culture This is because that the major functions of modern system can efficiently act to regulate the power of politics, tackle the interest conflicts and further promote the responsibilities of government In addition, modern system can assure the legitimacy of social participation into political affairs in purview of law and society and develop political participation orderly on this basis Enhancing the political consciousness and orderly participation of politics of citizens will decisively serve the political stability
