“参与式治理”研究述评

摘要/Abstract

摘要： 参与式治理,是指与政策有利害关系的公民个人、组织和政府一起参与公共决策、分配资源、合作治理的过程。参与式作为一种新型的治理模式,是参与式民主在治理中的运用。参与式治理在世界范围内的实施和推广,改善了当地的政治生态,提升了公民的主体意识,促进了当地经济和社会发展。作者通过对参与式治理的全面考察,认为参与式治理对中国的"治道变革"和政府治理模式的创新,具有十分重要的借鉴和启示:参与式治理作为一个"决策框架",有利于政府自身决策的科学化和民主化;有助于重塑政府与公民的关系;有助于培育公民社会,塑造"良好公民";参与式治理从地方和基层入手的实践本质也给出了我们治理创新的方向。

Abstract: Participatory governance(PG) is a process in which interested citizens,organizations and government participate in public decision-making,allocation of resources,and cooperation in the process of governance.As a new type of participatory model of governance,PG functions as an application of participatory democracy in governance.Worldwide participatory governance improved the local political ecology,enhanced citizens’ awareness and promoted the local economic and social development.Based on a thorough inspection in PG,the authors hold that this governance model may shed light on China’s "governance reform" and governance innovation.As a "decision-making framework",participatory governance may benefit the government by securing scientific and democratic decision-making,help to reshape the government-citizen relationship,foster civil society,and cultivate "good citizens".The nature of the practice of participatory governance that starts from the local and grass-roots also points to the direction of governance innovation.
