摘要/Abstract

摘要： 新中国成立初期曾在城市中进行了大规模的救助工作。虽然以现在的眼光来看,救助标准较低,救助覆盖面也不够广,存在的问题很多,但是,客观来看,这一时期的生活救助工作还是取得了显著的成效。不仅初步解决了城市贫民的吃饭问题,还使他们无论在心理上还是在生活中都逐渐建立起对新政府的信心,客观上安定了社会秩序,为新中国政权的稳定发展奠定了基础。

Abstract: In the early years of the founding of the People’s Republic of China large scale life relief was conducted in the cities.Judging by the current criteria,the relief work appeared to be rather problematic.The standard of relief was low,the coverage was limited,and there were other problems.However,given the situation then,the achievement was remarkable.It saved the urban poor from being starved and helped them build up confidence in the new government,which,in turn,helped maintain the social order and thus laid a solid foundation for the steady progress of the new regime of China.
