    The Exploration and Formation of the Road to Rural Revitalization with Chinese Characteristics and the Implications

    The path of socialist rural revitalization with Chinese characteristics explored since the 18th National Congress of the Communist Party of China has provided answers to the questions of our times about how to comprehensively promote rural revitalization, made clear the direction of agricultural and rural reform in the new era, and clarified that hundreds of millions of farmers will march towards common prosperity and comprehensive modernization, with a negative list system through which basic needs are met. It is a major achievement integrating the practical breakthrough and theoretical innovation of issues of “agriculture, farmer and rural area”, which enriches the connotation of the Chinesestyle modernization and develops the Marxist theory of rural revitalization. Pursuing integrated urbanrural development and common prosperity, spurring agricultural development by raising quality standards and promoting green development, helping rural culture to flourish, improving the rural governance, and embarking on a path of poverty alleviation with Chinese characteristics are integral parts of the socialist rural revitalization with Chinese characteristics. These factors are interrelated and mutually reinforcing, which require the systematic construction of policies and the coordinated promotion of practices under systematic thinking.

    China faces up to the problems of the weak foundation of the development of “agriculture, rural areas and farmers” and the superposition of large rural populations, and the difficulty of poverty alleviation for the poor in deeply impoverished areas. The historical transformation and development of “agriculture, rural areas and farmers” has raised the level of welloff in a country with a large rural population, and made important contributions to China 's leap from a low level of human development to a level of human development. The most important reason for this is that the Communist Party of China insists on putting the people as the center, giving full play to the system advantages of socialism with Chinese characteristics, taking the initiative to implement policies, and striving to solve the problem of weak foundations in the development of “agriculture, rural areas and farmers”.

    China's agricultural reform has exper ienced four stages of development since the 3rd plenary meet ing of the11th Party congress. The starting stage is from 1978 to 1984 when rapid restoration and development in agricultural production took place prompted by family contract responsibility system and suppor tive policies of the government. The stage of nationw ideex ploration was between 1985 and 1988 when production dropped because of decrease inagr icultur alinv estment, the dual system", and spring ing up of enterpr ises in small towns. The years betw een 1989 and 1991 were marked by adjustment and furt her development when the drop in agr icultural productionw as checked by means of increased investment from the central government, and refor min the system of pur chaseand sale. The period of transformation to market economy is from 1992 to the present, when industr ialization andmarketization become the goal of reform in agr iculture. Of all the variables agricultural policy is the key which playsa decisive role. From the exper ience of the past 20 years, we learned that it is imper at ive that we perfect our agricultural policies in terms of selection of goals, design of content, and system of realization.
