The structure of the Shanghai Cooperation Organization(SCO) lends itself easily for the development process of "socialization".This is decided by the characteristics of the region and the countries involved.SCO has performed the function of providing opportunities for learning from each other and means of development in this relatively new and underdeveloped region.This is of direct significance not only to construction of the regional community,but also to adaptation of these countries to international rules and norms.The identification of SCO is dynamic.Whether it can play a full role in regional security and cooperation depends on the relations among the SCO member states as well as on whether it is well supported and received by international communities including the European Union.
