Non-governmental Democracy: Breakthrough of Construction of Democracy in Contemporary China

"Democracy in non-governmental form" refers to various forms of democracy which do not reflect government authority, such as autonomy of villagers, congress of workers and staff, democracy in administration of communities and associations.Compared with "governmental democracy",the defining features of non-governmental democracy are direct,endogenous and autonomous.Due to certain historical and practical conditions,development of non-governmental democracy grows ahead of the governmental democracy in China.The author points out that this form of democracy is highly appraised,but should not be over appraised;and that non-governmental democracy may serve as a breakt hrough in the construction of democracy in contemporary China.
