    Exploring the Historical Course of the Concept of Right

    Strictly speaking,"right" is a modern concept,and the word "right" is the product of industrialization.In other words,"right" is the point of departure of almost all the institutional arrangement of modern society.Although signs of right had appeared in ancient Rome and the Medieval period,and in the documents of these times wordings similar to "right" have been identified,the society then was operated within a system of identity,and "right" simply referred to certain privilege.Even the property right was subordinated to the paternal property privilege.The authors claim that right had arisen with the collapse of the institution of identity.In the social transition process from "identity" to "contract",privilege gradually lost ground and right gradually replaced it.The rise of right as a concept was rooted in the demand of industrialization and brought with it important political consequences.Examining the history of how this concept had emerged is aimed at more profound understanding of the historical nature of these political consequences.

    The Dilemma of and Solution to Organizational Reform

    The bureaucratic organization which performs a fundamental function in the industrialized society has its own particular life cycle.It may cyclically become rigid and fail to function at times,and then become active and alive again through organizational reform.However,the reform of bureaucratic organization is extremely difficult as various factors may pose obstacles in the way.It is just this character that determines the its historical nature,that is,it can perform its function of organizing the society only in industrialized society that aims at social stability.Mankind is now moving towards the post-industrialized society,facing increasing degrees of complexity and uncertainty.Thus,construction of cooperative organization is demanded.Cooperative organizations are open organizations structured by the society.Therefore,organizational reform can be a normal phenomenon within cooperative organizations.

    Historical Nature of the Concept of Right

    The concept of right is a basic component of the modern bourgeois ideology.Both the legal system and nomocracy in the modern society are established on the basis of this concept.However,the concept of right does not maintain a rational existence under the historical circumstances of pre-industrial and post-industrial societies.The social rule in the pre-industrial society is characterized as rule by the powerful based on a hierarchical social structure,while the social rule in a post-industrial society is one of the ethics based on a cooperative relation of coexistence.Neither of them needs a premise of political right.Therefore,it is safe to say that right is a historical concept.

    Realization of Justice in the Process of Constructing Harmonious Society

    The history of mankind is actually a history of pursuing social justice.But social justice is a historical category with different connotation and forms at different stage of historical development.The author points out that it is impossible to realize full social justice either in a agricultural society with class structure or in the situation of modern society where divergence exists in political and economic domains and in public and private domains.In fact,the crucial point of social justice lies in the interest-related human relations,and social justice is realized only in the course of changing these relations.Human history is now moving towards the post-industrialized society with a completely new formation of interest relation,in the course of which a cooperative human relation is manifested.With this,a system of cooperation will evolve and social justice will be realized.

    Weber’s Theoretical Affirmation of Bureaucratic System

    The term “bureaucratic system" contains two meanings. What Weber used in his historical analysis is the term in its broad sense. It includes the ancient Chinese and Western versions of bureaucracy. What modern scholars use in their studies, on the other hand, is the term in its narrow sense, which refers to bureaucracy developing along with modern society, that is, the modern version of bureaucracy.The author points out that Weber had contributed a great deal by formulating the theoretical model. He summarized the form of bureaucratic organizations, and worked out principles for the bureaucratic organization to exist and function. This explains why many people consider Weber the designer of the bureaucratic system.

    On Non-administrative Tendency of the Government — Perspective of “New Public Management

    A relatively new model of administration is discussed in this article, that is, the “new public management" emerged in the 1970s. This model has come into being as a result of the reform in the area of administration. Significance of this new development lies in the change of channels of governments function. The author explains that in this model the government may function by means of public policies or through socialization of public management. The discussion continues by examining the model in the light of such philosophical concepts as subjectivity and objectivity, power and right, efficiency and cost, individual interest and collective interest and so on. Ways to achieve balance between fairness and efficiency are also analyzed.
