On the Construction Logic of an Independent Knowledge System for the Discipline of Chinese Communist Party Building

To construct an independent knowledge system for Chinese Communist Party building in China, we need to answer basic questions such as what is an independent knowledge system for the discipline of Party building in China, and why and how should we construct the independent knowledge system. The independent knowledge system for the discipline of Party building is a systematic knowledge system, including hierarchical structures such as conceptual categories, propositional judgments, and principle paradigms, revealing the essence and laws of the leadership and construction of the Communist Party of China. Its independence is mainly reflected in the aspects of theories, practices and subjects. Constructing an independent knowledge system for the discipline of Party building in China is an important part of the theoretical interpretation, academic expression, and systematic construction of the Partys innovative theoretical achievements. It is an urgent need to solve the major practical problems of the Communist Party of China in exercising selfsupervision and selfgovernance and governing the country; it is also an inherent requirement to contribute Chinese wisdom and solutions to the knowledge production of political party governance in the world. To construct an independent knowledge system for the discipline of Party building in China, we must integrate the original, the foreign and the future, further strengthen the core position of the Partys innovative theoretical achievements and the fundamental position of the rich practice of the Partys selfsupervision and selfgovernance, and take the position of fine traditional Chinese culture as the source and the role of party theories overseas as reference in the construction of the independent knowledge system for the discipline of Party building.

On the Influence Mechanism of the Investment and Financing Systems with Chinese Characteristics to Ensure Financial Stability

The level of economic and financial risk and instability in the world is increasing recently, and ensuring the stability of economy and finance has become a huge challenge for all countries. Based on the analysis of financial instability by Marx and Minsky, this paper investigates the counteradjustment effect of the investment and financing systems with Chinese characteristics led by the Stateowned economic sector on financial instability. First, the investment and financing process led by the Stateowned economic sector directly boosts economic growth and ensures relative economic and financial stability by promoting growth. Second, Stateowned bank loans create a large quantity of bank deposits, which flow into the residential sector along with the investment of Stateowned enterprises, becoming an important form of wealth for residents and enterprises. This form of wealth is less volatile than financial products created by private credit activities such as stocks, bonds and derivatives. Meanwhile, risk of bank deposits is mostly borne by banks, and the banking system dominated by Stateowned banks is backed by national credit and has a higher level of risk tolerance, providing stability in the financial market. Finally, Stateowned enterprises serve the national strategy rather than aiming to maximize profits in investment and production. They can expand aggregate demand by reverse investment during the transmission of the financial crisis to the real economy and form a hedge against debt default and deflation caused by the transmission, thereby playing an important role in stabilizing the real economy. The investment and financing systems with Chinese characteristics supported by national credit, together with the governments financial policies, constitute an important guarantee for the countrys relative financial stability and are an important part of the Chinese path to modernization. Facing the increasing instability in the world, it is necessary to give full play to the important role of the investment and financing systems in stabilizing the economy and finance, and continue to adhere to the development path of pursuing the Chinese path to modernization.

Government regulation as a type of governance and systemic arrangement is restricted by the particular systemic endowment of the country in question.The paper starts with an analysis of the systemic endowment that restricts the Chinese governmental regulation from the perspectives of economy,politics and law.That is,the Chinese economic system in a transitional period,the political and legal systems that need to be perfected,and an underdeveloped civil society.Then,the paper discusses the regulation dilemma of the government under circumstances of the special endowment of the Chinese system.Based on this discussion,a theoretical view of multi-central management is introduced to reconstruct regulatory governance structure with the purpose of resolving the regulation dilemma and raising the effectiveness of regulation.

This paper discusses the regulation reform in China against a background of regulation reform in western countries.Up till now,the economic regulation reform has followed a course of regulation—lessened regulation—regulation and lessened regulation.The social regulation reform,on the other hand,shows a course of continued tightening since the 1960s.The authors maintain that China should draw lessons from the mature experience of the west in terms of the overall planning with respect to the course,the manners,the motives and the basis of regulation reform in order to construct the Chinese regulation reform plan from the perspectives of economics,politics,and administrative law.

The government regulation theory in the west has undergone a development process of regulation-releasing regulation-coexistence of regulation and releasing regulation again.Within this dynamic framework,the government regulation theory has experienced four thematic changes,namely,"disfunction of the market and redressing measurement by the government,verification of the effect of regulation policies,seeking the political reasons of regulation policies,and incentives to regulation".In line with this process,the theory has undergone four changes:from the theory of regulation by public interests,to the theory of regulation by interest groups,then the incentive regulation theory,followed by the theory on competition within the frame of regulation.

Mobility of essential productive factors worldwide will give rise to a situation where China’s economic growth no longer relies solely on her own resources. Then, she may expect to solve the problem of rapid economic growth with limited resources at home to a certain degree, and thus maintain sustained, steady and rapid development. In this sense, economic globalization and the fact that China has gradually integrated into the world economic system have lessened the bottleneck effect of resources in China, which means there is room for China’s rapid economic growth. The authors maintain that under circumstances of economic globalization, making use of world resources to support economic development at home brings about beneficial effect on rapid economic development, making China more economic competitive in the world.
