    Two Changes in the Historical Orientation of State-owned Enterprises

    Throughout the development course of state-owned enterprises,two fundamental changes have occurred in terms of their historical orientation.The first change occurred when their status as a means of depriving the depriver designed by Marx and Engels became a means of industrialization in backward socialist countries.The second change occurred when the role they played turned from being affiliated to the government under the planned economy to independent producers and managers under the market economy.Judgment of all the changes happening to state-owned enterprises cannot go beyond the historical orientation as is reflected in these two changes.

    Reflections on Construction of the New Countryside in the Light of Political Economics

    The paper discusses the construction of a new countryside by referring to political economics.Four points are made: First,the peasants are the principal part of constructing the socialist new countryside,for it is the peasants who are to implement the policies made by the government which function as the external conditions.Secondly,to build the socialist new countryside we must stick to cooperative economy as the basis.Neither the smallholder economy nor the collective economy can fulfill this responsibility.Thirdly,the major task of constructing the new countryside is not development of agriculture,nor is it supplementing agriculture with industry.Instead,the major task is to develop industry in the rural area so that we may resort to industry for agricultural progress.Fourth,the point of departure for constructing the socialist new countryside is civilization of the countryside,with the ultimate goal being civilization of the towns.It is important to be aware that even a humanistic prospect of the countryside cannot fully meet the desire of millions of peasants for the civilization of the modern city.

    Importance Should Be Attached to Political Economic Studies of Peasant Laborers

    This article examines the series of problems given rise to by the spread of peasant laborers from the perspectives of economy,politics and culture.These problems include: this work force forms a special transitional social class of peasants in the process of becoming workers,reflecting the particular contradictions in China’s economic development;two types of existence of these peasant laborers,peasant laborers in the rural areas and peasant laborers in the cities,stand for two stages of the contradiction;the double income of peasant laborers and its significance to national economy;the consequent division of peasants and dual structure of the working class;the contradiction of the peasant ideology and class consciousness of these peasant laborers,and the historical and worldwide significance of this last generation of peasants.The author concludes that it is not appropriate to confine researches on these problems to studies of sociology and developmental economics.These problems should be scrutinized in the light of political economics.

    Analyzing the Low Salary of Employees from Rural Areas

    The dual-faceted social and economic position of employees from rural areas makes their labor bear the characteristics of semi-commodity, which means that they may perform various types of jobs with low salary. Low salary covers only the value of the basic necessities while the expenses for raising a family and education are excluded. This is exactly the economic reasons why state-owned, private and foreign enterprises are all keen on employing these workers.
