    Citizen Social Right in China:Retrospection,Reality and Suggestion for Policy-making

    In the establishment of western welfare states,the concepts of citizenship and citizen social right have been a dominant theme of social policies of major developed countries after World War II.The author emphasize that implementation of social right is the most important way to maintain social justice in market economy.While establishment of the minimum livelihood guarantee system,enforcement of free compulsory education,and increasing coverage of social insurance beneficiaries imply an expansion of social right of Chinese people,it is not based on citizenship,but on factors like status,occupation and economic capacity.As a result,the effect of social right in promoting social equality is minimized.In fact,differentiated welfare itself is a source of social inequality.The advancing of building a harmonious society provides possibilities of further expanding social right in China.Reform the Hukou system and equalizing the provision of basic public services by the government are two main approaches to expanding citizen social rights in China;both of which require an active response from and adjustment in the public governance system,institutional reform and innovation at various levels of policy-making as well.

    Self-reflection on Development of Political Studies and Construction of China’s Political Studies

    The author holds that quantitative approach is inevitable in political studies, but it should be based on concise and strictly defined concepts. On the other hand, development of political studies should not be restricted to quantitative studies. Instead, a paradigm of theoretical interpretation should be developed to support application of the research findings of political studies. Construction of political studies in China does not imply that there is a different political science in different countries and regions. It refers to the Chinese type of political studies. Two objectives are identified in construction of political studies in China, namely, filling in the gap where we have lagged behind in order to develop side by side with the international tendency, and having political studies localized in China.

    The Movement of New Public Administration and the Bureaucratic System

    The movement of new public administration is an attempt to modify the bureaucratic system through the operational model of marketing by means of management of private enterprises with the intention of making the reformed bureaucratic system meet the requirement and demand of modern economic and social development. The author points out that under circumstances of modern China, the objective of this reform should be set neither at just developing the bureaucratic system nor at simply abandoning it.Besides, the administrative reform should not merely be conducted at the organizational and administrative level.It should be extended to such areas as politics, and social economic issues.
