    The Impact of Artificial Intelligence on Interstate Relations and Future Options

    As the world has entered a new period of turbulence and change, artificial intelligence (AI) has become a new “battlefield” of competition between major countries. As the driving force of a new round of scientific and technological revolution and industrial change, it is causing profound changes in interstate relations. The different choices made by countries on power distribution, benefit preferences and shared ideas have resulted in the intensified competition for power, reduced stability of international institutions, and widening differences in the culture of security in the era of AI. Technological interventions have led to the hedging of national development opportunities and challenges, the coexistence of global governance innovations and difficulties, and the intersection of national security protection efforts and risks. The reduced stability of system units has been associated with the vulnerability of interstate relations. In order to reduce the impact of AI on interstate relations, in terms of the interaction of system units, we should first create a diversified cooperation platform, strengthen the balanced development of AI, and bridge the “technological divide”; second, it is necessary to enhance national governance capabilities, promote the construction of specialized international organizations and the implementation of international systems, and improve the global governance system of AI; and third, efforts should be made to strengthen the construction of Chinas AI sector in terms of system, technology and cooperation, and ensure security in an alldimensional and allsectoral manner.

    Risk Analysis and Prevention Mechanism Construction of International Cooperation——Based on Signaling Theory Perspective

    From the perspective of signaling theory, there are information asymmetry problems in all parties to international cooperation, resulting in adverse selection, increasing risks. The study found that signal expression and signal discrimination are two core variables that affect the risk of international cooperation, and the resonance of the two determines the degree of risk of international cooperation. The article attempts to establish an analytical framework for signal expression, signal discrimination and international cooperation risk, and analyzes the intrinsic relationship among signal expression, signal discrimination and the degree of international cooperation risks. The resonance of the two produces three types of results: the risk of international cooperation in the “real, strong” combination is small; the risk of international cooperation in the “real, weak” and “deception, strong” combination is relatively moderate; the risk of international cooperation in the “deception, weak” combination is high. Based on this, through three casesanalyzing the mechanism of risk generation before, in, and after international cooperation.By improving the authenticity of the expression signal, expanding the signal expression range, achieving signal separation and equalization, and constructing a more balanced signal expression mechanism; by increasing the signal discrimination ability and willingness, expanding the screening range and increasing the frequency of screening, achieving signal separation and equalization, and building a more balanced signal screening mechanism. Strengthening the positive and balanced interaction between the two, building a risk prevention mechanism for international cooperation, and improving the quality of international cooperation.

    Since the start of the year 2010 the various hot issues in Northeast Asia became serious in succession,resulting in unsteady regional security.China’s national security is inevitably challenged.The paper observes that the security dilemma in Northeast Asia will continue,the competitions among big powers tend to become more intensive,and the hot issues of the region may not be solved in the near future.Against such a background,China’s future strategies will substantially affect the security of Northeast Asia.The author suggests that China should maintain a modest image of rational,beneficial,and restrained backed up by the increasingly growing national power,and temper the courage to bear responsibility.In order to lay a solid geographical base to develop to a big power,China should make great efforts to maintain peace and stability,and facilitate regional development and prosperity.Meanwhile,China should actively expand the strategic space,and promote establishment of a regional security framework in our own core interests.

    The 60 years of urbanization and evolution of industrial structure in China can be divided into three historical stages.From 1949 to 1978 the Chinese government adopted the strategy of placing priority on the development of heavy industry.Consequently,the process of urbanization was deliberately deemphasized for a long time.From 1978 to 1997 China entered the development stage of promoting thorough industrialization when the urbanization process was quickened.During the 12th five-plan period,against the background of the urgent needs for transition of economic development mode and strategic adjustment of economic structure,the relation between urbanization and industrial structure will face new adjustment.

    Considerations on Security Cooperation in Northeast Asia

    This paper examines and analyzes three issues relevant to the prospect of security cooperation in Northeast Asia.The first issue is about the future order of Asia as the background of North-Asia security cooperation,i.e.if the general situation of the post cold-war era in Asia is marked by conflict or cooperation;The second issue concerns the necessity of establishing security cooperation in Northeast Asia,i.e.,if it is more preferable to establish security cooperation in East Asia or in Northeast Asia;The third issue has to do with the possible approaches to future cooperation in Northeast Asia and existing obstacles to that.Suggestions for future selection of the approaches are also discussed.

    US Scramble for Central Asia and Its Effects on Secure Environment around China

    The end of the Cold War and the disaggregation of USSR inevitably made Central Asia a strategically important region because of its rich resources of oil and gas big powers long to seize. Although Russia still considers Central Asia her strategic backyard, this region has actually become temporarily a “power vacuum” because Russia can no longer maintain its traditional hold there. Thus a chance for the United States to lay a hand on Central Asia is presented. A strategy of Central Asia is therefore designed to suit the global strategies of the United States in response to the eastward expansion of NATO and the needs to reinforce the US military treaty with Japan. The author concludes that the United States has strengthened its political, economic and military involvement in Central Asia, expecting to become the sole judge for affairs in that region.

    Sovereign Rights at Times of Ecological Crisis

    This article attempts to analyze the phenomenon that sovereign rights tend to be weakened in activities of environmental protection. The author points out that this weakening tendency does not necessarily mean an intrusion upon the sovereign right. On the contrary, it is imperative for protecting the environment of the country concerned and the globe as a whole. The author also criticizes the theory of “intruding upon the sovereign right" raised by some Western scholars in the name of environmental protection, refuting the excuses based on environmental protection for interfering with other country’s affairs.
