With the deepening application of digital technology in the field of diplomacy, digital diplomacy has developed rapidly as a new type of diplomatic practice and has taken on its own distinctive characteristics. Although the state is still the main actor in digital diplomacy, other actors are also playing an increasingly important role. The issues involved in digital diplomacy are extensive and diverse, and the goals of countries are quite different. In the face of the accelerated evolution of global changes unseen in a century, the development of digital diplomacy is also facing many practical challenges, such as the increase of cyber security threats, the intensification of differences in technology application, the rise of technological nationalism, and those concerning network governance and the construction of digital order. Digital diplomacy in China has developed dramatically and has shown distinct features, which are manifested in the fact that high standards are supplemented by high frequency, online and offline practices can be integrated and mutually reinforcing, it leads the agenda setting of international issues with increasingly diversified styles and methods and there is a clear objective of serving the people. To promote and develop digital diplomacy with Chinese characteristics, we must vigorously develop the digital economy and digital technology, actively set up the frontier agenda for digital diplomacy, maintain the security of the network and digital space, enable the people to fully enjoy the dividends of digital diplomacy, strengthen the cultivation of interdisciplinary talents in diplomacy, and build a fair and harmonious new order in international cyber space.
