    The Historical Evolution of the National Planning System and the Role of the Government

    The five-year plan is an important tool for the government to play its role, and it is also an advantageous system with Chinese characteristics, which can be continuously improved with the changes in economic situations and tasks. Since the 21st century, the fiveyear plan has kept pace with the times and guided the comprehensive development of the economy and society. Centered on the fiveyear plan, China has continuously improved the planning system in terms of its economic and social development, and formed a national strategic planning system led by the fiveyear plans and longterm plans, which is composed of regional plans and sectorbased plans, as well as territorial spatial plans. They provide important guidance for the countrys reform and development and demonstrate the superiority of the socialist system to “turn its blueprint for development into reality”. In the new journey of further deepening reform in an allround way and pursuing the Chinese path to modernization, it is necessary to give better play to the role of the government and to promote highquality economic development and the common prosperity of the people through national planning.

    The Communist Party of China and the Three Transitions in China’s Mode of Economic Development in the 20th Century

    With the invasion of western imperialism in 1840,the struggle against imperialism and feudalism for national salvation became the pre-requisite for China’s economic development.Against this historical background,the Communist Party of China creatively integrated Marxism with the reality of the Chinese revolution and led the Chinese people to the success of new democratic revolution,liberating China from the oppression of semi-feudalism and semi-colonialism.The second transition occurred after the founding of new China.In order to get out of the traps of poverty and backwardness in the shortest time possible and realize industrialization,CPC chose to pursue the course of socialist industrialization to catch up with the world.To achieve this goal,a planned economic system was set up.Then,at the end of the 1970s,CPC implemented the reform and open policies to break through the development mode that had contained only public ownership and planned economy,and finally decided on the mode of socialist market economy.Thus,the third transition was completed.Now,China is marching on the course of socialist development characteristic of the Chinese style,which has institutionally paved the way for a great revival of China.

    60 Years of Government-led Development Mode in New China:Formation and Evolution

    After the founding of the People’s Republic of China,a strong government-led economic development mode was formed out of the pressure of the outside world and resources per capita,as a consequence of the new democratic revolution,and under the influence of the traditional Chinese history and culture.While this mode had guaranteed national security and paved the way for industrialization,it had restricted the liveliness of economy and negatively affected improvement of people’s living standard.The implementation of the reform and open-up policies since 1978 actually signaled a transformation process of government policies,through which micro-economy gradually gives way to market regulation,and the power of resource distribution and economic policy-making are also transferred to the enterprises and the people.

    On Two Changes of the Urban-rural Relation in China since Implementation of the Reform and Open-up Policies

    The urban-rural relation before the reform and open-up policies were implemented in 1978 was a typical example of having the heavy industry as the priority with the countryside supporting the urban areas under circumstances of a severe international environment.After 1978,the urban-rural relation has undergone two major historical changes.The first major change took place between 1978 and 2002.The second major change took place after the 16th CPC National Congress in 2002 when the policy of integrating development of both the urban and rural areas through filial piety of industry to agriculture and the cities to support the countryside.As a result,the urban-rural relation entered a new historical stage.

    The Chinese Communist Party’s Views on and Practice of Transforming Modes of Economic Growth

    The formation and continuance of the Chinese mode of economic growth has been heavily influenced by the fact that China has to support a large population with low capital per person and scarce resources during her 50 years of industrialization.Facing the large quantity of migrant peasants swarming into the cities and serious problem of unemployment,the Party and the government were compelled to choose a mode of economic growth that aimed at high speed and extensive development.This paper attempts to analyze the historical course of transforming the mode of economic growth and the reasons why the transformation has not yet been realized from the perspective of the theoretical ground of the Chinese Communist Party and the three stages of industrialization.Prospects of this transformation are discussed accordingly.

    Concept of Economic Development of the Chinese Communist Party: Historical Progress and Implications

    The author identifies four stages in the concept of economic development maintained by the Chinese Communist Party. They are as follows: the new democratic concept of development around the founding of the People’s Republic of China expressed in the document "Commen Guiding Principles"; the traditional socialist concept of development represented by the two "General Lines" between the years 1953 and 1977; the development concept of the primary stage of socialism in the name "development as the priority" raised in 1978 to 1996; scientific concept of development marked by "new industrialization" and the "human-development oriented ideas" since 1997. The progress in cognition and theories illustrates the Party’s deepening understanding of the Chinese situation and her character of developing with the time. It also reflects the complexity and hardship of the task of modernizing China.

    Historical Analysis of China’s Chosen Approach to Industrialization

    The course of industrialization in China has experienced three alternative choices of approaches, namely, the choice that "gave priority to heavy industry" based on "an economic system of sole public ownership" in 1950s, the one of "extensive overall development" based on policies of "reform and open-up to the outside world" in the 1980s, and the choice of "a new approach to industrialization" under circumstances of socialist marker economy at the turn of the century. These historical choices have resulted from the specific climate of economic development as well as the deepening understanding of the appropriate approach to industrialization on the part of the Chinese Communist Party and the Chinese goverment.

    The Course and Tendency of Scale Economy in China’s Agriculture

    This paper investigates the premise of realizing scale economy in China’s agriculture. Earlier reform characterized by family contracts had greatly stimulated the initiative of peasants. But with the passage of time the small scale management has become more and more inadequate for further development in production.Under the circumstances of market economy,scale economy in agriculture can be achieved only through full development of non agricultural production and large number of migration of surplus labors in the rural areas. Thus,the progress of development in socialist market economy plays a decisive part in pushing China’s agriculture to scale economy and attaining rapid return to scale. At present,promoting and perfecting the “dual-level management”is the best choice in order to achieve the goal.

    More Profound Understanding of the Soviet Industrial Model at the 8th National Conference of CPC and Its Limitations

    As China entered the period of large-scale construction in 1953, the Soviet industrial model appealed to her because of her backwardness in economy, her shortness in natural resources, and the tense international situation around her as well. Therefore, CPC chose to follow the Soviet model. However, during the 8th National Conference of CPC, with introspection on the seven years since China was founded, many new ideas andsuggestions for new policies which were more suitable for China’s situations were put forward. Nevertheless,due to some historical limitations the 8th conference was unable to break through the Soviet influence.
