Constructing the “social governance community” is an important proposal of the CPC Central Committee on the modernization of national governance, which indicates the basic direction and goal of social construction for a period of time to come. Therefore, this paper selects a case of public security coproduction in X district of A city, attempting to explore how to promote the social governance community construction by coproduction. The findings show that the social governance community construction from the perspective of coproduction can start from the following aspects: subject—motivation (“coconstruction” arising from state initiatives and selfmotivation), action—process (“cogovernance” thanks to institutional guarantee, technological support and psychological empowerment) and value—outcome (“benefit sharing” featuring cultural cohesion, performance perception and emotional integration). By mixing the motivation, process and result streams, it will realize the “copresence” of both regular producers and consumer producers, and both the state and the society. In this way, joint forces of all related parties will be formed to enhance the durability of participation of citizens and make them benefit from it.

At present,the lack of citizen participation is a widespread problem in China’s community governance.The paper offers an analysis of the operation mechanism of community citizen network participation in Sanhuan Community of Beijing with a discussion of its significance.In the course of community governance,there is the need for a ready and effective platform for communication.This platform functions as a public domain in the network community.The condition for establishment of such a platform is advocacy and initiation of the community elites,participation of the citizens,and the acceptance and response of the community organization.In the network public domain the main part of community governance should ensure equal communication to perform rational coordination on consensus for solution to public affairs in the community.In this way,the formation of community may be further facilitated.

The public policy making process is in effect a process of interaction between the government and the society,and a process of collective choice by the government and the public concerning public issues.Based on an investigation of the Beijing and Qingdao residents’ participation in public policy making,the article maintains that orderly citizen participation is the basis for reaching conformity in collective action on public policy making,but the reality of selective citizen participation poses major constraining factors.Findings of this research suggest that autonomous citizen participation may be significantly promoted through advocating the guiding functions of grass-root organizations such as the community and neighborhood committees,cultivating the common ground for trust,accumulating social capital,and raising the efficacy of citizen participation.All this may eventually lead to collective actions in public policy making.
