In the development of British politics, labor party and conservative party have constructed two consensus, the characteristics of consensus is manifested in similarity and difference of policy. In consensus, similarity is fundamental and difference is not the main aspect. Underlying sources of similarity resides in two parties’ acceptance of common political agenda,underlying sources of difference of policy can be found in the respective nature of parties due to tradition and different ideas of government.
