    The Political Science of Seeking Common Ground for Coexistence and Struggling for Solidarity——On the Political Recognition and Political Choice of CPC around the Wayaobao Conference

    Two years around the Wayaobao Conference,the Chinese Communist Party had undergone a transformation of shifting the focus from identification of differences to seeking common ground for coexistence,and from a political science of struggle to a political science of solidarity.Identification of differences is the logical starting point for the transformation of political recognition,seeking common ground for coexistence is the goal of political choice,while struggle for solidarity is the parallel political strategy to ensure all this.Thus,the political science of struggle and the political science of solidarity composed the two supporting strategies and two interactional mechanisms of the revolution of CPC.Comparatively speaking,the political science of solidarity is of more significance for China which is a multi-nation big power and a super society with significant differences.The solidarity of all the national groups,the whole country and the society is unquestionably the most important political science.And a harmonious political science reflects the new development of the political science of solidarity.

    Gaps in Governance and Institutional Connection between Province and County:On the Modern Chinese Institution of Prefecture

    The institutional arrangement of subprovincial administrative region and prefecture in the institutional hierarchy plays a unique role of connecting the provincial and county governments.However,this arrangement shows certain notes of discord with the legal principle with gaps in governance and a lack of institutional adaptability.This can be explained by the fact that it is the gap in governance that has resulted in problems of governance.Thus,it is necessary to add remedial regulations outside the basic framework of province-county institution.Consequently,the institution of subprovincial administrative region and prefecture become an inevitable one in the institutional hierarchy.In certain historical conditions,especially at a time when a country transforms from the traditional to the modern,adjustment of gap in governance and institutional option are major issues in political and social development.

    In the historical development course of national states,there exists the interactive relation between localism and federalism.The progress of localism leads to new structure of the national state,while the ideas and institution of federalism guarantees and regulates the room for localism within the national state.The 1910s found in China an urgent major political theme of institutional selection for the structure of a new national state.At that time,localism was the social foundation and political motive of the federalist ideas and systematic practice,which led to the consequent institutional selection,power transition and approach to the rise of a new national structure.

    On the Relationship between Construction of Harmonious Society and Development of Democratic Politics

    The author maintains that the meaning of constructing harmonious society includestwo points :a peaceful,harmonious and friendly relation and regulationfor this relation,and theprocess andresults of creating or adding newsystems.Construction of harmonious society sets upthe basic prerequisite for developing democratic politics whichincludes harmony of social relation,identification of and respect for members of the political society,acknowledgement of and respectfor members of non-political society,establishment of the principles of solidarity and the rule ofthe majority,security of the rights of the special andthe underprivileged groups.Construction ofharmonious society provides material,cultural and legal ground and stable conditions for the de-velopment of democratic politics.

    Institutional Analysis of Localism in the Early Years of the Chinese Republic

    Institution is composed of a series of rules in a country or a society that gorern human behaviors and relations.The institution concerning the relationship between the central government and the local government in the Chinese Republic had left direct and harmful impact on localism.In fact,the institution was even deformed in effect.It was harmful because it did not govern the relationship between the central and local governments;It was deformed because those rules that were desperately in need were actually missing.What did exist was highly centralized state power based on autocratic monarchy.This is the so-called "path dependent" in institutional transition.It was the inevitable result of struggles among the ruling class for power and interest in the chaotic social turmoil.

    On the Local Political Consciousness during the Period of the Republic of China

    The local political consciousness in the period of the Republic of China refers to the viewpoints and claims of the provincial blocs and their representatives on the national political structure, political life, especially the constitution, the distribution of power and interests between the central and local government and other important political issues. It is the consequence of failure in solving conflicting wills and interests between the central and local government. As for the basic structure, it admits the state authority but bases on an anti-centrality consciousness that stresses the local freedom and autonomy with self-protection and expansion as its dynamic feature. Its essence reflects the pursuit of extension of interests and actualization of political values. Though its existence was independent only to a certain degree, it is not only the manifestation of the local psyche in political life, but also functions as preliminary acts for local political actions.

    The impact of localism on politics and social development of the Republic of China was reflected in the following aspects. It existed side by side with the warlord politics. It functioned as a basis of faction politics. It brought about both harmful and beneficial effects on democratic politics. It appeared to be for and against nationalism, and served at times as obstacles or stimulus to modernization of the society intermittently. On the whole, it had more negative effects than positive ones.

    Deng Xiaoping’s Perspective of Overall Situation

    Always holding a perspective of the overall situation is a special aspect of Deng Xiaoping theory. According to Deng, the overall situation not only shows the absolute, the unique and the unchangeable, but also possess such characters as relativity, limitation of time and space, and changeableness. Presently, these characters are manifested in the following areas: economic construction, political stability, coastline regions taking the lead in economic development and inland regions following suit, integration of the country, etc. Among these areas economic construction is considered the first priority. Theoretically speaking, perspective of overall situation is an indispensable component of Deng Xiaoping theory, functioning as a link between the preceding and the following in the Chinese Communist Party’s command of overall situations throughout history. On the practical side, application of this perspective offers profound guidance in every respect to the process of socialist modernization as well as implementation of the reform and open-up policies.
