    Theoretical Connotation and Global Significance of the Unique Conception of Democracy Embodied in the Chinese Path to Modernization

    The unique conception of democracy embodied in the Chinese path to modernization not only provides crucial intellectual impetus for advancing Chinese modernization comprehensively, but also represents a major innovation and development to the theory of modernization in the world. Western modernization has given rise to a liberal conception of democracy characterized mainly by individualism, checks and balances, and electoral democracy. It essentially serves to maintain capital expansion and the capitalist system, with its roots in rationalism and linear historical determinism. The unique conception of democracy embodied in the Chinese path to modernization encompasses a view of democratic values that puts the people first, a view of democratic institutions featuring the people being the masters of the country, a view of democratic processes based on wholeprocess peoples democracy, and a view of democratic evaluation that prioritizes extensive, genuine, and effective governance. Therefore, the global significance of the unique conception of democracy embodied in the Chinese path to modernization is demonstrated in the following aspects. First, adhering to the materialist conception of history, it transcends Westmonopolized democracy and expands the autonomy and diversity of democratic development worldwide. Second, by upholding the mass view of history, it deconstructs the Western theory of elite creation of democracy and blazes a new path of advancing modernization through peoples democracy. Third, by persisting in the “Two Integrations”, it resolves the challenge of political order in the development of modernization and creates a new model that organically unifies democratic governance and national unity.

    The democratic consolidation theory is one of the major themes of western political science.It is closely related to the political development theory and political transition theory.The theoretical foundation of democratization consists in these theories.The evolution from the political development theory to the democratic consolidation theory shows the developmental logic of the political theory,that is,development of theories is successive in nature,which means that they have consistent themes,research approaches and research purposes.The impetus of theoretical development mainly lies in the changing political world and newly arising research approaches.Researches on theoretical development contribute to precise understanding of the connotation of political theories and offer important normative value and significance for further evaluation and application of political theories.

    Control of Foreign Banks over Financial Markets in China in 1870s

    Analyzing control of foreign banks over China’s financial markets is a major research topic of financial activities of foreign capital.With transportation through the Suez Canal open to public and the establishment of telecommunications,foreign business gradually won control of China’s export price,which shook our sovergien rights over foreign trade,and enabled foreign banks to play Chinese financial markets.This,in turn,led to loss of China’s sovereigh rights in our commercial seaports.The author considers this to be the main cause for the frequent financial crises in China.Some foreign banks had even managed to coin and issue their own currencies in China,severely infringing China’s sovereign rights of standard national currency.

    Expansion of Finance Network and Strength of Foreign Banks in China after the 1880s

    This article holds that the 1880s is a period of time when foreign banks expanded their strength in China by means of spreading their finance network. This is closely related to their efforts to open up inland markets in China. Events such as the dumping of surplus goods from capitalist countries, the China-Britain Yantai Treaty, the open-up of the Suez Canal, and the establishment of tele-communication between China and the West provided optimal chances for their expansion of trade in China. Throughout the 19th century activities of foreign trade and finance were closely linked and mutually supportive.
