    On Climate Change,Transformation of International System,and Sino-US Relationship

    The climate change has generated a transformation of the international system towards a mode of global governance through securitization,innovation of new norms,distribution of national capability,and diverse actors.This has left profound impact on the internal affairs and diplomatic issues of hegemonic countries.Under pressure,Obama has altered the American climate policies of the Bush administration.However,the executive period of two years has proved that these changes were rather limited.The author observes that changes in the American climate policy has created opportunities and posed challenges to the development of Sino-US relationship.Cooperation in climate issues will become the major theme on which the bilateral relationship is to be based.

    The emergence of environment in the agenda of American diplomacy clearly reflect the cooperations and the contradictions among different camps like the developing countries and other developed ones,different interest groups inside and outside America,American government and American Citizens.Like many things American environmental diplomacy has two faces.For one,United States make great effort cooperating with other nations to promote sustainable development,prevent the earth from being further deteriorated;for another,It also try every way to extend the interest of their own,expand its international influence thus remain hegemonic position in the world.The authors conclude that Obama administration will return to the multilateral diplomacy of environment and demand other countries shoulder more responsibilities.
