At a time of social transformation, certain characteristics of the Chinese society become obvious, such as acceleration of adjusting interest groups and intensified conflicts, especially serious conflicts. However, capacity of the government for resolution of contradictions seems to become weakened. This phenomenon can be accounted for by the facts of multi-division of social interests, the government’s confined access to social resources and inability to count on precautious measures within the system, resulting in inappropriate measures to solve these contradictions. A society in the process of transformation calls for transformation of social governance. An active response to this challenge is to redress the situation by getting the third sector to perform a full function of abridging the government and the society and among different social groups to eliminate social contradictions.

Globalization and Dilemma of Welfare System in West Europe
    SUN Hui
    Teaching and Research    2002, (7): 38-43.

The welfare state system is the product of capitalism at a certain developmental stage. However, this system is severely challenged nowadays by the contradictions and conflicts existing between globalization and the requirements for welfare. With the progress of globalization the flow of production, capital, commodities and labor becomes worldwide. Consequently, the controlling capacity of a government is weakened. Globalization thus shakes the political and social foundation of the welfare state system. The author concludes that as the global expansion process of capitalism deepens, its internal contradictions expand and globalize, too, resulting in globalization of the inherent contradictions of capitalism.

On Polarization of the Rich and the Poor in the Era of Globalization

Starting from the latter half of the 19th century till the outbreak of World War I was the first wave of globalization. But real globalization did not occur until about ten years after the end of the Cold War. While globalization has brought about an increase in wealth worldwide, it has also given rise to intensified polarization between the developed and developing countries, and between the rich and the poor. This tendency can be accounted for by various complicated historical and practical causes.
