The challenges of economic globalization has inevitably led to the rise of local governance and contributed to development of it. The author maintains that the surging waves of globalization not only presses national states to establish flexible, responsive and innovative models of local governance, but also raises issues of public affairs that have set the purpose and directions for local governance. The author points out that in the era of globalization, citizen participation and self-governance are both the internal requirements of local governance, which reflect the defining nature of it. On the other hand, local governance provides citizen participation and self-governance with proper institutional arrangements and allows them large room to develop.
