While China has achieved rapid economic growth, her achievements in social development and environmental protection are not as satisfactory. One of the important aspects that account for this phenomenon is negligence of the rights concerning the laborers’ interest and the environment-related interest of the general public. The author maintains that this has been the consequence of many factors, including the government’s inability to function, the habitual logic of the capital, and absence of social forces. In order to actualize the new development strategy,it is imperative that the government change its function from economic development centered to public service centered. The rights of the people should be treated with utmost care, and the validity of relevant law should be enforced.Only in this way can social justice and environment equality be promoted, and thus guide the society to move on towards realization of the labor and to environmental rights.

National Security under Circumstances of Economic Globalization
    XIAO Wei, QIAN Jian-xing
    Teaching and Research    2001, (8): 33-39.
    Abstract1177)      PDF(pc) (1292KB)(1834)       Save
The author observes that although economic globalization provides new opportunities of development, there are more challenges than opportunities for the third world countries. Therefore, it is increasingly important for them to find ways to meet the challenges, to undergo systemic reform in order to adapt to the new situation, and to guard against, avoid or lessen negative influence of economic globalization. The author emphasizes that national security is not merely a matter of passively guarding against foreign countries. Instead, it should be related to reform, development and stability at home. A country can be safe in this respect only by maintaining regularized open-up to the outside and establishing a sound system from inside.

    Teaching and Research    2000, (7): 13-19.
    Abstract1345)      PDF(pc) (1416KB)(1623)       Save
With the increasing importance of innovation in science and technology in economic growth, it has become the major area of global economic competition. Tremendous changes in the world pattern of economic growth made the economic model we adopted from Soviet Union out of date and no longer suitable in the new world situation. Innovation in science and technology then, the author points out, is a new parameter in modern world economy. But it can bring about great economic profit and social effect only in suitable system. Therefore, promotion of socialization of innovation in science and technology becomes an urgent issue.
