Ethnicity is the core concept of contemporary multiculturalism.It is in effect a special type of citizenship.The conception of differentiated citizenship was advanced by multiculturalism when confronted with the universal citizen conception of liberalism.Differentiated citizenship emphasizes commonality of ethnical differences based on the recognition of the equal right of citizens.The conception of differentiated citizenship claims that ethnical identity is an essential precondition of national identity,and national identity is the spiritual foundation of ethnical difference.As far as the citizen-state relationship is concerned,multiculturalism advocates a positive state conception,that is,the state should actively safeguard the minority rights.The author concludes that differentiated citizenship conception and differentiated politics developed on the basis of differentiated citizenship conception offer beneficial inspirations to ethnical politics in a multi-ethnic state.

On the state-society relations in the process of globalization,neoliberalism inherit and develop traditional liberalism’s idea of negative state and small government,sparkplug weak government and strong society relation model,insist on nation-state will feeble,civil society will spead and global governance will come.Based on the legitimacy crisis theory,New Left leaded by Habermas reject the market logic and new-colonialism,hope super nation-state communities break modern state away from the globalization Dilemma.The Third Way walk between neoliberalism and New Left,give attention to the democracy and welfare,at the same time,attach importance to market and civil society,strive the new banlance between state and society,security feeling and flexible,rational adjust and spontaneous order.

The theory of the state-society relations in the fame of traditional national states is confronted with challenges from globalization.For one thing,some of the functions and roles of the national states are impinged,on the other hand,tie position and functions of the multinationals and NGOs are on the rise.However,given the characteristics of the national states such as their inherent flexibility and irreplaceable position,and the vulnerable independence of the civil society and its reliance on the state,most western scholars confirm the status and functions of the national states in the process of globalization.They agree that while globalization has broken through the traditional boundaries between the state and the society and the balanced powers of the two,it also created opportunities for collaboration and conflicts accordingly.In order to establish a harmonious mode of relation,it is necessary that both sides should be worked on to seek a multidimensional frame of relations aimed at mutual benefits.

The theory of civil society in the West was formed and became popular between the 17
th
century and the first half of 19
th
century. It revived in the 1980s, and kept rising in 1990s. It used to be regarded as a means to change Stalins model of Totalitarian state. In response to the requirement of reform of the state and adjustment of the relation between the state and the civil society, the theory got further developed. The concept and connotation of civil society have been enriched since its revival and become more and more profound, resulting in a comprehensive understanding of the relation between the civil society and the state. The author points out that demonstrative research methods in this area are stressed and research scale enlarged. Consequently, the perspective of global civil society is in sight.
