    IPE Discipline in China:A Historical Analysis

    The paper describes the development of international political economy(IPE),and offers some suggestion on how to strengthen the development of the discipline.The article is composed of three parts: Part One explains briefly the academic origin and theoretical connotation of IPE;Part Two examines the development of IPE courses in China.It maintains that the framework of the discipline in higher education has been established,and many textbooks and academic works with Chinese characteristics have been published.Active and heated dialogues with the academic circle abroad involving the Chinese development model,how China can be integrated into the international system and China’s influence on the world have been carried out.Part Three raises suggestions about methods of quickening our steps to improve IPE discipline and measures for further research.

    The paper debates the basic concept,scope and methodology of international strategic studies first,and then an analysis of the current research situation is offered,and the future prospects and major issues of international strategic studies are proposed.The author points out that while international strategic study becomes a hot issue in china,the depth in theoretical analysis and the quality of systematic and precise analysis are relatively not satisfactory,and wide-field research or relevant studies with practical implications are yet to be strengthened.The author suggests that there are three decisive aspects in this research area,namely,establishing and perfecting national decision-making consultant mechanism,promoting development of the discipline of international strategies,and improving the scholars ability to do strategic analysis.These aspects are also the weakest parts in China’s international strategic studies.Of the various issues in the study of international strategy,grasping the most crucial ones is a decisive factor.Attention should be directed to major strategic issues such as but not restricted to global currents,law of the rise and fall of major powers,national power,and strategic culture.

    A Country’s national strategic system comprises national strategy,global strategy and regional strategy.A sound one should be based on the integration of national strategy and international strategy,and permeated with opening-up idea on deferent levels.The current national strategic system of China is characterized as being inward,economic,and much more flexible yet lack of long-range perspective.Therefore,it is an urgent issue to construct a scientific and comprehensive national strategic system in line with the changes of China’s internal and external environments.The paper describes the evolution of the Chinese national strategic system from 1949 to 2007,and emphasizes opening-up policy as the mainstay of the system.The author maintains that the following aspects are the priorities in constructing a sound system: to optimize the national strategy in order to perfect the setting of domestic open-up situation;to further the global strategy in order to extend national strategic interests;to strengthen regional strategy in order to be a dominator in the process of East Asian integration.

    Establish a Common Interests-based Strategic Framework In Sino-Japanese Relations

    Complex security dilemmas and some interdependence coexist in Sino-Japanese relations. Both countries realize that the most effective way to guarantee their core national interests is to be a responsible stakeholder in East Asia and to play a responsible and constructive role in dealing with regional affairs. In light of this understanding, the paper attempts to establish a common-interests-based strategic framework for Sino-Japanese relations, a common-interest matrix composed of domestic, bilateral, regional and global levels and political, economic, security, social and cultural dimensions. At the tactic level, the paper suggests that both countries should promote overall strategic adjustments through some idea innovations, set up bilateral contact mechanisms through trust-enhancing measures, set up some discussing in advance and briefing mechanisms on important international agendas that both the two countries involve, thus start up the bilateral strategic-trust construction.

    In interpreting China’s strategic culture,Chinese and Western Scholars have different and somehow contracting views.In Chinese views,"Ren"(Benevolence),"Li"(Rites),"De"(Virtues),"He"(Harmony) are the foundations of China’s strategic culture,realism,morality and anti-war principle are its ideological foundations.A great transformation took place in the mid-19th Century,and China’s strategic culture undertook a great change accordingly.Since then,a trend of conflicting culture began to take shape,and martial spirit became a main characteristic of China’s strategic culture.Since 1978,China began to cast aside the out-dated strategic judgments such as the strategic framework of war and revolution,and accepted a new framework of peace and development.In conclusion,how to construct a mature framework of cooperative strategic culture based on realism and moral principle is a key precondition of China’s grand strategy.

    Development of Diplomatic Philosophy in China

    This is a philosophic analysis of the Chinese diplomatic thoughts and practice in the light of the concepts of philosophy, the times, the order and the world setup. In order to grasp the essence of Chinese diplomacy, the analysis covers the whole scope of diplomatic policies such as the independent and peaceful diplomacy, and combination of bilateralism and multilateralism in diplomacy. The author holds that under circumstances of globalization and higher-level mutual reliance, the Chinese diplomatic philosophy becomes adapted to the world situation. The spirit of the traditional Chinese strategic culture is revived and remodeled with additional quality of innovation. A mature philosophy in diplomacy is coming into being characterized by the dual quality of modesty and aggressiveness, with integration of mulilateralism and bilateralism.

    The coincidence of world transformation and China’s rise broadens the space that China’s international strategy can reshape.The mainstream Western IR paradigms are responding to the situation but could not effectively interpret the rise of China;while China’s IR studies still remain as the follower of the Western counterpart.The author advocates that it is the hard time to shift the focus of IR studies to China and bridge the IR theoretical paradigms and the actual practices taking place in China.To reach this goal,the author suggests improving studies on China’s world ideal,on the strategies of great-power-rise,and on theoretical foundations of policy analysis.

    To safeguard national security and expand national strategic interests are key to China’s smooth rise. Accordingly, the overall arrangements of China’s international strategy should be centered on the defense and expansion of China’s national strategic interests. Under the guideline of "The New Concept of Security", we should set up and develop international interest community with other countries, thus to accelerate China’s integration with the international society; we should be determined to safeguard land & sea interests, to defend and expand China’s strategic thoroughfares.
