    Going Beyond the False Dichotomy between “Structuralist” and “Instrumentalist” Views of the State: Reinterpreting the Poulantzas-Miliband Debate

    How to conceive the relative autonomy of the state, or the relationship between state power and class power, based on historical materialism is a critical issue that must be addressed in the study of Marxist state theory. In the 1960s and 1970s, Poulantzas and Miliband engaged in a debate around this issue, building upon their respective research. In Marxist intellectual history, this debate is often referred to as the controversy between “structuralism” versus “instrumentalism”. This paper, by tracing the development process of theories of the two, points out that such an evaluation not only artificially creates a binary theoretical predicament but also overlooks their intellectual developments. From constructing a “regional” theory of politics to proposing the theory of the state as a social relation, Poulantzas ultimately provides a new perspective different from structuralism. Miliband, starting from criticizing the state elite theory, turns to emphasize the structural constraints of the mode of production on the functions of the state, and conducts a critical reflection on the instrumentalist view of the state. Overall, the PoulantzasMiliband debate reveals the convergence of their understanding on the issue of the relative autonomy of the state, and their intellectual legacies provide valuable theoretical resources for further developing a more systematic Marxist theory of the state.

    The Multinational Capital’s Logic of Hegemony and Change

    Post-colonialism,as a school of Marxism,reveals that behind the western cultural hegemony lies the hegemony of multinational capital which extends its hegemony according to the logic that capital expands on the unequal international distribution of labor through branches of multinational corporations. The author then raises two questions: First,compared with the hegemony of capital in the free capitalist society revealed by Marx and Engels,what is the expansion and change logic of the hegemony of capital in the mutinational capitalist era? Second,in the process of resisting capital hegemony,what complexity and unique characters have been brought about by this change? The author attempts to clarify these problems in order to enrich and develop the examination and criticism of capital hegemony offered by Marx and Engels.

    On EU’s Governance of International Cooperation

    The author articulates that EU has reinforced its governance in developing cooperation both at the policy level and the operation level,making governance the focus of EU policies in developing cooperation.EU governance is operated on the basis of contracts with cooperative partner countries through the mechanism of offering aids and maintaining dialogues with them aimed at promoting govermance competency and progress of democracy in these countries.EU governance is an important means to actualize its value concept,international order concept and security concept.It will promote its relations with developing countries and leave a strong impact on the political and economic development of these countries.

    Modern Interpretation of Marx’s Theory of Social Form

    "Social form" and "economic social form" are two distinguished categories in Marx’s theory of social form.On the basis of these categories,Marx proposed three theories of social form and four types of economic social forms.Researchers today should ponder on the ideological shackles of the five-social-form theory that follows the textbook system of USSR,and properly handle the theoretical link of the two sets of theories so as to prevent the wrong tendency of non-social form.

    Gaps in Governance and Institutional Connection between Province and County:On the Modern Chinese Institution of Prefecture

    The institutional arrangement of subprovincial administrative region and prefecture in the institutional hierarchy plays a unique role of connecting the provincial and county governments.However,this arrangement shows certain notes of discord with the legal principle with gaps in governance and a lack of institutional adaptability.This can be explained by the fact that it is the gap in governance that has resulted in problems of governance.Thus,it is necessary to add remedial regulations outside the basic framework of province-county institution.Consequently,the institution of subprovincial administrative region and prefecture become an inevitable one in the institutional hierarchy.In certain historical conditions,especially at a time when a country transforms from the traditional to the modern,adjustment of gap in governance and institutional option are major issues in political and social development.

    Edward W.Said,Homik Bhabha and Chakravorty Spvik,the three post-colonial theorists,referred to the idea of cultural hegemony by Gramsci,a Marxist in the west,to criticize the cultural hegemony of the west over the east.Then,what is the relation between post-colonial theory and Western Marxism? To answer this question,the author examined the post-colonial theory,and found out,for one thing,the defect of this theory,and for another,the significance of this theory to Marxism.

    Foreign Aids from the Perspective of International Political Studies

    This paper attempts to analyze various types of foreign aids offered since the end of World War II in the light of realism,idealism and radicalism.The author maintains that realism views foreign aids in accordance with benefits of the national states,emphasizing mutual strategic aids.Idealism considers common welfare of the world the point of departure,regarding offering of foreign aids a duty or responsibility and a means to promote human rights,democracy and prosperity in the developing countries.Radicalism sees offering of foreign aids a new form of colonialism,advocating establishment of fair mechanism to regulate it.Analysis of different theoretical perspectives may lead to better understanding of the motives and development trend of the issue.
