    How Public Policies Affect the National Positioning of Science and Technology

    Since the late 1970s,the public policies about science and technology in China have undergone three major changes.The first change was the so-called "bringing order out of chaos" with rehabilitation of science and technology and vindication of the intellectuals.The second change came when progress in science and technology was regarded as an important conditioner in transformation of the patterns of economic growth,emphasizing the role of science and technology as the first productive force.The third change took place when progress of science and technology were directed towards sustainable development,advocating green science and technology and ecological civilization.By adjusting public policies about science and technology as the conditioner,different positioning of science and technology was achieved at different historical periods.At present,adjustments in the study of public policies are required,especially in the objectives,methods and ideas of public policies.

    Philosophical Reflections on Science:From Defense to Reconsideration

    In the contemporary era,there are mainly three different orientations of reflection on science,namely,defense to advocate science,criticism to question science,and reconsideration to examine science.In the course of intensified contests,the tendencies of defending science and criticizing science are apt to go to extremes.This abnormal situation may eventually lead to a conversion to the position of the so called reconsideration.Reconsideration provides a proper way for a comprehensive and thorough understanding of science.It is especially appropriate for those Chinese who tend to vacillate between the two extremes and are in urgent need to establish a scientific spirit.

    On Two Traditions of Technological Philosophy

    This paper discusses the origin of the division of the two traditions of technological philosophy.The author points out that the division of technological philosophy into the tradition of engineering and the tradition of humanism from the perspective of essentialism can be traced back to the conflicting ideas of scientism and humanism.But there exists a misunderstanding about this that needs to be corrected,that is,the technological philosophy in engineering is related only to the spirit of science,while the spirit of humanism is enjoyed by technological philosophy of humanism alone.It is worth mentioning that nowadays the engineering tradition and the humanist tradition tend to be synthesized.The author stresses that in the studies of technological philosophy fewer labels should be used,and our attention should be directed more to the research problems instead.

    Network technology is the basis on which network ethics is produced. The intercourse character of "virtual reality"supported by network space is imagination. The phenomenal and intrinsical a-nalysis of the problems of network ethics in the reality are the ground of building network ethics. Examining from fundamental ethics, the premises of building network ethics is responsibility ethics.

    With the development of contemporary scie technical productive force unifying science,technology and society,and thus bringing the artificial nature to function as the direct foundation of social life,scie technical revolutions tend to take the form of social reforms. As the basic feature of modern world,the trend of scie technical revolutions is manifested in terms of information,ecology and globalizaion. This new development of productivety has justified the basic predictions of Marxism concerning human history once again. Now that the distribution of power has undergone fundamental changes in which knowledge is upgraded to become the first productive force,new approaches should be attempted in order to apply Marxism in solving various social problems,especially contradictions between capitalist countries and socialist countries,and contradictions between developed countries and developing countries.

    From Scientific Revolution to Modern Scie-Technical Revolution

    Scient if ic revolut ion can be described as two tides of ideological revolutions:the advancement from plain nat ural philosophy abstractoive “classic” scientific theories with mechanism as its core,and the advancement from mechanism to modern scientific methodology.While scientific revolution is prompted by new discoveries,it has always been closely connected with new theoretical interpretations of these new discoveries,which means destruction of old methodology and old ideology.Therefore,the essence of scientific revolution is actually revolution of ideology.After World War II great changes have taken place in science and technology which,in turn,bore significant impact on the society.This is exactly what is referred to as modern scie technical revolution.In other words,modern scie technical revolution is but transition of science to technical advancement which leads to complete and essential reform of productive force in the context of modern society.That is,a revolution of productive force.
