The pattern of the world has changed from a setup composed of plates to one of pivot points. The fact that China and Japan each occupies such a prominent point complicates the relations of China,USA and Japan. However,at certain periods of time in the course of history the interests of individual countries may very often turn out to be the decisive factor to shape policies concerning international relation. The author maintains that as long as the USA gives up its improper conception of state interests.as long as the relation of the three countries is resting on equality, mutual benefits and non interference, the relation can be expected to develop beyond divergence in social system and ideology, and the three countries get along well.On the hand the US and Japanese foreign policies are complex and changeable because of their multi-element features of distributing benefits and their structure of policy-making.On the other hand,we should be aware of the plasticity of their policies.By taking appropriate measures it is possible to exercise influence on the foreign policies of USA and Japan so as to create an optimal international environment of peace required by the cause of reform and open-up.
