In the early years of the founding of the People’s Republic of China large scale life relief was conducted in the cities.Judging by the current criteria,the relief work appeared to be rather problematic.The standard of relief was low,the coverage was limited,and there were other problems.However,given the situation then,the achievement was remarkable.It saved the urban poor from being starved and helped them build up confidence in the new government,which,in turn,helped maintain the social order and thus laid a solid foundation for the steady progress of the new regime of China.
