    The Position and Roles of Non-Governmental Organizations in Managing Global Crises

    The rising number of frequent,emergent,and recurrent global crises have brought about wide range of harm,continuous threat,devastating destruction and grave disasters to man kind.The superiority of international non-governmental organizations in functioning mechanism,rendering services,and offering ideas and professional performance in the face of global crises is determined by their characters and roles.They are able to play a different role at different stages of the crisis,such as the roles of issuing precaution before the crisis,making decisions at the outbreak of the crisis,operating rescue during the crisis,and organizing reconstruction after the crisis.In this way,non-governmental organizations can compensate for the improper behaviors or restrictions of the country,the international organizations and regional groups in question who are supposed to take a leading role.

    The issue of anti-globalization comes into the field of academy followed by the Seattle Event. In these years, the scholars have written many papers on the further discussion of the meaning, subject and essence of anti-globalization, in which there are a lot of convergences as well as some divergences. It is very necessary for us to give a deep analysis on them, which could help people to probe the issue of anti-globalization from different angles.

    Joint operation and separate operation are two models of banking system in the world. At present, we are adopting the model of separate operation in China. As joint operation is the orientation of the banking reform in the world, the question that whether China's banking system will be affected by her entry into WTO has arisen. The author holds that in the light of the specific features of national treatment clauses in GATS, the impact of entry into WTO on our banking system is not an essential one. On the contrary, what really matters in choosing the banking system lies in our actual economic development and further progress in reform.
