    Development Aids and China’s Economic Development

    Official development aids can make up for the lack of funds in the economic development of developing countries.Being the largest developing country in the world,China started to accept bilateral and multilateral aids with the implementation of the open-up policy.These aids have contributed greatly in lessening our shortage of funds,and assisted us to learn advanced technology and experience of management.Needless to say that the benefits the country that offered the aids gained is also obvious.The author points out that interference into the development aids with political excuses so as to reduce or ban the aids will not bring about much disadvantageous impact on China’s economic growth,nor could this check the progress of reform and opening-up in China.China need the aids from developed countries,but does not rely on these aids.Surely aids may promote development,but the ultimate drive of growth lies in the internal factors.

    An Attribution Analysis of the Chinese Supportive Policies in Agriculture and Their Operational Effects

    That agriculture needs support and subsidies is a global phenomenon.In most developed countries this aid can amount to a substantial quantity.In China,however,very little support has been given to agriculture.The paper explains the specific reasons why it is so,and compares the support granted to agriculture in China and in some developed countries,showing that support for agricultural development in China remains at a very low level.The author observes that the subsidy scheme for growers of grains starting in 2002 has not been very effective because of the limited amount of the subsidies as well as the restraints of the institutional system.The paper concludes that it is imperative that China should grant more support and provide more subsidies for agriculture and adjust the distribution structure of agriculture subsidies in order to promote agricultural development and raise the living standard of the farmers.

    Based on a clarification of the definition of agricultural subsidies,this paper analyzes the current situation of agricultural subsidy policy in China and the problems encountered.The author then offers suggestions for establishing an agricultural subsidy system characteristics of the Chinese style:making full use of the restricted amount of allowance set by WTO to increase the intensity of green box;adjust policies in this respect,and promote reform of the economic system in the rural areas.

    Evolvement of developmental concept coincides with the development of developmental economics and the process of development in developing countries.The development theory must keep up with the economic development of developing countries and should be enriched during the process.The article holds that no model can be fit into all the countries.Every country should explore for suitable development theories and model that meet the specific requirements of themselves.In this sense,no agreement may be a best agreement.

    On Adjustment of Foreign Investment Policy under New Circumstances

    Our foreign investment policy used to be heavily influenced by a concept of differentiated treatments of home and foreign capital. This policy, however, has fulfilled its goal and is now subject to timely change. In this article the author offers four suggestions to adjust our foreign investment policy. First, gradually eliminate the differentiated attitudes towards home and foreign capital in applying policy of favorable taxation rate, and allow foreign investment larger scale of marketing. Secondly, innovate ways of attracting foreign investment. Thirdly, undertake systemic innovation to encourage greater quantity of foreign investment. Fourthly, channel the foreign investment policy into favoring new aspects of economic growth.
