    Culture and Public Diplomacy:a New Diplomatic Channel in Modern China

    In the modern world,soft power has become one of the important factors to demonstrate the comprehensive national strength of a country.Accordingly,China has strived to continueously develop her sofr power and actively probe into application of "culture and public diplomacy",a new approach to dealing with foreign affaires.This paper starts with an analysis of the background situation of "culture and public diplomacy" to examine the contents,basic characters and major innovaiton of this concept.Relevant restrictive factors as revealed in the actural practice are also discussed.

    Since the mid 1990s the Chinese government has developed a set of new concepts of diplomacy,including the people-oriented idea,harmony in diversity,make contributions,and world harmony.These new diplomatic concepts have promoted marked progress in the Chinese diplomacy,and may serve as the guidelines for the Chinese diplomacy at present and in the future.

    “Agreeing to Disagree”: Comment on the New Idea of Chinese Diplomacy

    Agreeing to disagree” is the new Chinese diplomatic idea advocated by comrade Jiang Zemin and one of the organic components of the diplomatic theory of the Important Thoughts of Three Representatives. It stems from the ancient Chinese philosophical thoughts and has some similarity with the thoughts of many western thinkers. The essence of the new idea is respecting the diversity of the world, advocating the world to be harmony while not stereotyped, different while not contradicted. The harmony is fit for the co-existence and co growth, while the difference can be interdependence. Under the influence of the new diplomatic idea, some adjustments have already been made to the Chinese diplomacy.

    Partnership Strategy: Rational Choice of Chinese Diplomacy

    The author maintains that implementation of partnership strategy is the best choice for China in diplomacy. The essence of this strategy lies in establishing a climate of dialogue, co-operation, partnership, friendship and development of bilateral relations at all levels and in various areas. At present, China’s pronounced attitude of adopting the strategy of partnership in diplomacy is intended to convey the message that China will neither initiate confrontations with any other country or seek isolation and hegemony,nor will China join in any alliances.Instead,China intends to promote friendly co-operation sincerely with all the other countries. This partnership strategy not only benefits China in settling our own diplomatic problems at home, but also helps China to gain advantages over issues of foreign affairs abroad.
