Institutional Logic of Political Development in China

Within the paradigm of the relation between the state and the citizens are two parameters: the governing system and the constitutional democracy. That the construction of the governing system is prior to establishment of constitutional democracy reflects the characteristics of gradual reform and increasing democracy in China’s political development. The article analyzes the cause for this arrangement and its limitations. The author holds that the involutional operation of the governing system is meant to internalize the political characters within the government, which, in turn, is expected to lead to constitutional democracy. However, if the reform of internalization of political characters is not properly conducted, this arrangement may not lead to the intended goal.
