    Japan’s UN Diplomacy after the Cold War

    Japan has always placed much emphasis on UN diplomacy.During the early years after World War II,Japan’s UN diplomacy mainly focused on returning to the international community.After this was achieved,Japan started to take advantage of the UN to raise its international status and its influence on international affairs.However,as Japan’s UN diplomacy depended heavily on its diplomatic policies concerning the US,the Japanese could only play a limited role in issues of social and economic development in the world.After the Cold War,Japan regarded its UN diplomacy as an indipensable measure for becoming a political big power and was determind to assume permanent membership in the UN Security Council.To reach this gaol,Japan has taken an active part in promoting reform of UN and twice attempted at that goal.As Japan realized that they could not expect to realize this in the near future,the Japanese government have chosen a most realistic objective,that is,applying for a seat as a non-permanent member in UN Security Concil first.The Japanese mean to strengthen their UN diplomacy to create more favorable conditions to pave the way for its ultimate goal of permanent membership in UN Security Concil.

    In the past 30 years,tremendous progress has been made in Sino-Japanese relations in areas of politics,economy,culture and many others.The trend is on the whole a positive one,though not without problems.There has been a "honeymoon period" at the early stage of China’s reform and open-up followed by a period of attrition.Now both countries have realized the importance of developing bilateral relations.For the goal of long-term peace,both countries are making efforts to establish a "mutually beneficial strategic relation".

    From“A League on Paper”to“A League in Action”:New Development inthe Japan-US Relations Concerning Security after the Cold War

    The Japan-US league,which was formed in the early 1950s,has been a product ofthe Cold War between the United States andthe Soviet Union.Its nature as a militaryleague be-came more obvious after the Japan-US New Security Treaty was signedin 1960.With the end ofthe Cold War andthe disaggregation of the Soviet Union,justificationfor existence of this leaguewas shattered andit then met withtremendous challenges.The Joint Declaration of Japan andtheUnited States of America signedin 1996 signaled that relations between these two countries hadreturned to the original orientation of security.With a series of adjust ments and reinforcements,their military relation changed froma league of defense to a league concerning“regional affairs”.Consequently,the scope of their cooperation,the roles played by each party,and the contents ofcooperation have all undergone great changes.I mplementation of the Japanese strategy“to bor-row boat to sail”after the“9·11”incidence turned the original Japan-USleague which was sub-ject to the constitution of peace as“a league on paper”to an aggressive“league in action”.It hasdirectedincreasing attention to China as China gradually arises.Therefore,how we should dealwithits negative effect becomes ani mportant strategic issue.

    On the"Conservative Trend"of Japanese Politics

    The changes in the opposing forces of the conservative camp and the innovative camp in Japan show that Japan and the Japanese politics tend to become more conservative with the role of ideology weakened.While this is partly the consequence of the changing situation in Japan and in the world,the impact of Japanese economic development cannot be overestimated.The conservative trend became obvious after the 1980s,and the post-cold-war era witnessed its further development when the Japanese politics as a whole turned to the conservative end.This will exert heavy influence on Japan’s future.

    New Setup in Chinese-Japanese Relationship and Japan’s Strategy against China

    At the turn of the century, both China and Japan are becoming increasingly more powerful in the world. China is on the rise in all aspects and Japan as a economic big power is targeting on political big power. Under such circumstances a new mode of Chinese-Japanese relationship has emerged. Japan, while maintaining various cooperation with China, begins to adjust Chinese strategies and regard China as a strategic rival. The Japanese are taking measures to restrain China’s growth and are on guard against China’s continuing progress. Therefore, it is necessary that China should reconsider the relationship with Japan and work out appropriate policies accordingly.
