The “three-step strategy” proposed by Deng Xiaoping in the early years of implementing the reform and open-up policy was the outcome of his theoretical reflection in three successive periods, which contributed to the theoretical frame of Chinese economic development. To realize the third step we must always maintain our goal of a well-off society, improving the quality of people’s material life and cultural life, and thus making the people benefit from modernizations and economic growth. We should be persistent in setting up and perfecting the socialist marketing system as an economic guarantee, we should be persistent in regarding science and technology as the first productive force by maintaining scientific idea of development, empowering our country through science and education, and sticking to the approach of sustainable development. We should always remember that establishment of a peaceful climate is the key factor in the course of development in order to quicken the speed of our progress.
