    The Dilemma of East Asian Integration: Dispute on the Path

    In recent years,great progress has been accomplished in East Asian integration marked by "East Asia plus 1","East Asia plus 3","East Asia plus 6" and East Asia Summit.However,many problems remain to be solved before East Asian integration can be completely achieved.The most serious one among these problems is the dispute on the path the integration process should be pushed along.Different ideas have been proposed by the countries involved,including whether the cooperation mode of East Asian integration should be institutional or loosely non-institutional,whether the cooperation mode should be open or close;concerning regional leadership,agreement has not been reached on whether small countries should be allowed to take the lead or just let the big powers make decisions.These are fundamental issues in regional integration.The author emphasizes that East Asian integration cannot be expected to make further progress unless the path dispute is solved.

    After the Cold War,the competitions among big powers have shifted from the abnormal ideological realm to the normal tradition of geopolitics and natural resources.Giant multinational companies in the west have settled the distribution of oil resources in the world after this war was on for a hundred years.Being a latecomer,China is also faced with a great demand for oil in the process of rapid economic growth. Consequently,how to get a share of oil out of this set situation turns out to be a dilemma China must find ways to cope with.

    Significance of the Idea of "Sharing" in the Progress of Cooperation of Northeast Asia

    A system does not only consist of a substantial structure, but also of shared beliefs and common political culture. Theories of constructivism further identify idea, culture and knowledge as the point of departure and emphasize the function of beliefs. An analysis of causes that have postponed the process of cooperation in Northeast Asia establishes one of the causes as lacking the idea of sharing. Therefore, construction of the idea of sharing in Northeast Asia is seen as an objective to achieve in order to systemize regional cooperation in the future.
