    On China’s Fiscal Policies under Circumstances of Economic Recovery

    On November 9 of 2008,China announced her 4 trillion yuan stimulus to boost economy in 2009 and 2010 in order to tackle the world wide financial crisis started in 2007.The main content of this stimulus project was implementation of active fiscal policies accompanied by relatively loose monetary polities through large-scale government investment.Under the influence of these policies China’s macro-economy has showed obvious signs of recovery since the third quarter of 2009.Based on the macro-economic data of the first three quarters the author analyzed the current economic situation.The result shows that generally speaking the goal of the active fiscal policies has been reached,and profound changes have taken place in the economic environment in which these fiscal policies were implemented.In light of this situation,problems of the fiscal policies are further discussed,on the basis of which considerations into relevant issues concerning fiscal policies during the period of economic recovery are presented.

    Endogenous Economic Growth and Adjustment of Construct of Government Expenditure

    Endogenous economic growth is a hot issue among economists. At the end of the 20 th century, Barro. R J., a famous American economist, first proposed the idea of considering government expenditure as an endogenous variable,and studied the relation between government expenditure and long-term economic growth. Later, many scholars expanded on Barro's conclusions and dwelt on the construct of government expenditure in relation to economic growth rate. However, no agreement has been reached so far. This article attempts to analyze correlation between government expenditure and the steady growth of economy in China in terms of the quantity and the distribution of the expenses. The author concludes that given the current situation in China, it is recommended that the proportion of government expenditure in GDP be expanded and, at the same time, the construct of the government expenditure be adjusted. The author believes that this will benefit the long-term steady economic growth in China.
