Governing modernization is an important content of the modernization of the entire society and a prominent symbol of a modernized power. To promote the modernization of national governance, first, we must adhere to the principle of regularity in governance. The socalled governance must be based on the system, in fact, it is to act in accordance with the law. Respecting the system means respecting the law. The second is to uphold the subjective principle of governance. Determined by the essence of social development, the ultimate goal of governance is to promote the allround development of people. To study and strengthen governance, we must highlight the value orientation of human development. The third is to adhere to the methodological requirements of governance. In the specific promotion of governance, it should fully reflect the combination of governance and development, longterm system construction and resolution of outstanding problems, toplevel design and layered docking, independent exploration and opening to the outside reference. It explains that reversion is not the same with setbacks, for it is against the trend of modernization. The author points out that special attention should be paid to the following types of reversion: reversion of development of market economy, reversion of evolution logic of production and consumption, reversion of industrialization promotion and reversion of brain drain. Measures of preventing reversion are also suggested. They are: fostering spirit of industry and commerce, and setting up and perfect laws on market economy; reinforcing education of persistent hardworking, and controlling expansion of consumption; balancing development of industry with that of agriculture, and promoting agriculture; preventing brain drain and promoting positive talent flow.
