The Charter of the Anshan Iron and Steel Company is the product of the special period of the great leap forward" . Its essential ideas lie in the slogan two participation, one reform, and three combination" . This is a greatachiev ement of Mao Zedong in his attempt to get rid of the Soviet model of business management in industry , andto probe into possibilities of creating Chinese models of development in industrial business. It has its historic limitations, though. The author points out that while the Charter is related to Seventy Regulations in Industry (ADraft) " in certain aspects, they ha e many differences, too. They both played an important ro lein our industrialbusiness manag ement , and should be appraised under the historic circumstances of that particular period.
