The first half of 1990s saw two major interest groups in Russian that exerted support to two essentially different foreign strategies. Unfortunately, till now no effective and uniform mechanism of foreign strategies has been established in Russia. Consequently, the Russian foreign policies and basic principles in the international agenda often appear to possess characteristics of duality in nature under different circumstances.
