    On Interests Secured through International Public Authority

    Security of interests by international public authority is a basic issue that involves the development of human political civilization.From the realistic perspective of IR theory,international public authority is mainly rooted in citizen interests,national interests and global interests.It should change and develop simultaneously with changes in and progress of the relations of these major interests.The mingling and conflicting nature of the three sources of interests decides the difficulty of utilizing the international public authority.Given the reality of the 21st century,the international public authority may not seek to balance the citizen interests,national interests and global interests,or pursue homogenization of interests.Rather,the interests secured show a shape of inverted ladder.International public authority tends to prioritize national interests over other sources of interest,considering the global interests a development tendency,and the citizen interests a neglected aspect.
