Abstract: The proposition of “upholding the Party's leadership over cultural work” in the new era demonstrates the proactive grasp from the Communist Party of China (CPC) of the historical experience of leading the work of public communication and culture, its proactive consideration of the value of our times and its proactive planning of practical advancement, which contains profound logic of proactivity. In the historical dimension, the proposition reflects the CPC's profound insight into and proactive adherence to the historical laws of cultural development; it is an important conclusion drawn by the Party in conforming to the historical trend, summarizing historical experience, seizing historical opportunities and fulfilling its historical mission, and reflects solid proactive logic of history. In the value dimension, the proposition embodies the CPCs positive attention and proactive exploration of the value significance of “upholding leadership over cultural work” in strengthening the “authority” of the proletarian political party, building a strong modern socialist country, enriching the form of Chinese modern culture and shaping a new development paradigm of world civilization, which demonstrates a distinct proactive logic of value. In the practical dimension, the proposition implies the CPCs proactive actions to uphold and strengthen its leadership over cultural work by setting the direction, grasping the orientation, building the content, managing the position and strengthening the team, which shows profound proactive logic of practice.

摘要： 新时代“坚持党的文化领导权”重大命题的提出，彰显了中国共产党对领导宣传思想文化工作历史经验的主动把握、时代价值的主动考量以及实践推进的主动布局，蕴含着深刻的主动逻辑。从历史维度看，这一命题的提出映射着中国共产党对文化发展历史规律的深刻洞察和主动遵循，是党顺应历史潮流、总结历史经验、捕捉历史机遇、履行历史使命得出的重要结论，体现了厚重的历史主动逻辑。从价值维度看，这一命题的提出凝结着中国共产党对于“坚持文化领导权”在强化无产阶级政党“权威”、建设社会主义现代化强国、丰富中国式现代化文化形态、塑造世界文明发展新格局等层面价值意义的积极关照和主动审视，彰显了鲜明的价值主动逻辑。从实践维度看，这一命题的提出承载着中国共产党通过把方向、抓导向、建内容、管阵地、强队伍着力坚持和加强党的文化领导权的主动作为，昭示了深刻的实践主动逻辑。
