Abstract: There are various understandings and definitions of the concept of governance, but the issues at the center are about development and order. For the rural governance, the rural development and rural order construction are two important tasks. In the new era, the rural governance has undergone major transformations in development goals, key tasks, development modes and order governance mechanisms. The strategic target of poverty alleviation has been fulfilled, and the new task of rural vitalization has been launched. The rural governance transformations are realized through mechanisms such as pressures from conflicts, institutional change, and technological facilitation. It is necessary to follow reasonable and correct directions when promoting rural governance innovations in the new development stage. As far as the rural development is concerned, we should innovate systems and mechanisms under the guidance of the new development philosophy. In terms of the rural order governance, it is necessary to march toward the integration of selfgovernance, the rule of law, and the rule of virtue to conduct innovations in the practice of grassroots governance and unceasingly improve the rural governance.

摘要： 对治理概念有多种理解和界定，但核心的议题是发展和秩序问题，对于乡村治理来说，乡村发展和秩序构建就是其两项要务。进入新时代，乡村治理在发展目标、重点任务、发展方式以及秩序治理机制等方面皆已发生重要转型，实现了脱贫攻坚的战略目标，开启了乡村振兴的新任务。新时代乡村治理转型主要是通过矛盾倒逼机制、制度变迁机制和技术促进机制实现的，推进新发展阶段乡村治理创新，需要把握合理的、正确的创新方向。在乡村发展方面，需要在新发展理念引领下创新体制机制；在乡村秩序治理方面，需要朝着乡村自治、法治和德治“三治融合”的大方向开展基层治理实践创新，不断改善和完善乡村治理。
